1. Intake + dedup (hash attachments)
2. Detect XML/ZUGFeRD already present
3. Extract from PDF (OCR if scanned)
4. Convert to EN16931
5. Validate (schema + totals)
6. Post to ERP + archive + audit log
7. Exceptions → human review
